Job Description
USAID’s Strengthening Systems for Better Health is a 5-year Activity aimed at improving health outcomes In Nepal, particularly for the most marginalized and disadvantaged groups In the country. This will be accomplished through supporting the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care. Strengthening Systems for Better Health was Initiated in January 2018 and will achieve three outcomes:
(i) improving access to and utilization of equitable healthcare services,
(ii) improving the quality of health services at facility and community levels and
(iii) Improving health system governance, within the context of decentralization and federalism.
The Activity will be implemented in close collaboration with the Ministry of Health, the Ministry of Federal Affairs and General Administration, provincial and municipal governments, facility and community level health service providers and other key stakeholders. Activity technical staff will engage at national, provincial and municipal levels in the target geographic areas of Karnali Pradesh and selected municipalities of Province 5.
Strengthening Systems for Better Health is currently recruiting for the positions listed below. and welcomes applications froi qualified Individuals. These positions are based at Birendranagar. S rkhet Karnali Pradesh.
Deputy Team Lead cum Community Engagement Specialist : 1
Under the supervision of the Provincial Team Lead, Deputy Team Lead ensures optimal support to management of field level program activities across 105 municipalities in Karnali Province and selected districts of Province 5. This staff member will also be responsible for ensuring that community engagement of project stakeholders are incorporated in the different stages of the project cycle of Strengthening Systems for Better Health Activity; situation assessment, project designing/development, planning, budgeting, implementation, monitoring, and reporting.
Qualification requirements include the following:
- Master’s Degree in Public Health, Management, Development Studies, Sociology with health related experience.
- 7 years of work experience with at least 3 years of relevant work experience in similar field with having management experience; Awareness of national and international approaches on community mobilization in health and practical ways to promote collaboration, engagement sustainability and accountable health programming.
- Proven experience to maintain close working relationships and coordination with stakeholders Including USAID-funded partners, other technical component leads and other local stakeholders and partners.
Health Systems Strengthening Specialist : 1
Health Systems Strengthening Specialist will be responsible for ensuring that the health systems strengthening activities are implemented and well-coordinated. The staff will provide direction, leadership, and on-going assessment of the project’s health systems component, including activities to support district and municipal level policymakers on strategic planning, resource allocation, budget execution and monitoring, human resource planning and management. Provide technical support at provincial level and oversee the multi-disciplinary teams in the municipalities.
Qualification requirements include the following:
- Master’s Degree in Public Health, Management, Health Economics or other relevant field.
- 6 plus years of relevant professional experience, and experience with USAID projects preferred.
- Ability to independently plan and execute complex tasks while addressing daily management details and remaining organize and focused on long-term deadlines and strategy.
Information Systems Specialist : 1
The Information Systems Specialist, reporting to the Provincial Team Lead, Is responsible for strengthening the capacity of managers t the provincial & palika level to generate accurate data and make evidence-based management and resource allocation decisions.
Qualification requirements include the following:
- Post-graduate Degree in Health Informatics, Public Health, Epidemiology, Statistics. Social Sciences or other relevant field.
- 6 years of relevant professional experience in information systems and/or monitoring, evaluation, and learning in the public health field, with progressively increasing level of responsibility.
- Demonstrated expertise in rigorous on quantitative research and analytical methods, some experience with qualitative research; firm command of information issues with respect to health systems; Experience working on USAID projects highly desirable.
Monitoring, Evaluation and Learning (MEL) Specialist : (1)
Under the supervision of the Provincial Team Lead, and with technical guidance and leadership from the Monitoring, Evaluation and Learning (MEL) Director, the MEL Specialist will work closely with other MEL team members to implement the MEL component at provincial and municipal levels.
Qualification requirements Include the following:
- Master’s Degree in Public Health, Epidemiology, Statistics, Social Sciences or other relevant field.
- 6 years of relevant professional experience in monitoring, evaluation, and research In the public health field, with progressively increasing level of responsibility.
- Demonstrated experience managing project M&E requirements; USAID experience preferred; firm command of M&E in the health sector.
Maternal Newborn Child Health and Family Planning (MNCH FP) Specialist: [1 j
MNCH FP Specialist will oversee implementation and quality of the maternal, newborn and child health and family planning activities jointly with the Kathmandu based MNCH/FP Specialist Senior Technical Advisor and other Senior Management Team (SMT) members of the central and provincial technical teams. She/he will coordinate with the Social Development Ministries in Karnali Province and, as required, in Province 5 and health department and sections looking after maternal, newborn child health and family planning (or appropriate authorities) of Ministry of Health at provincial level and other development partners primati working in the field of MNCH and FP.
Qualification requirements include the following:
- University Degree In Medicine, Nursing or Public Health with experience in maternal, newborn and child health sector. Clinic background and experience preferred.
- 6 years of minimum experience in related roles and responsibilities and experience working with sub-national stakeholders in health.
- Previous experience of working in role with RHD and donor or NGC) or civil societies.
