Seeking Candidates for Anticipated USAID-funded Support to Federalization Activity

RTI International is currently seeking technical specialists for an anticipated USAID-funded activity designed to support Nepal’s federalization process by strengthening the ability of citizens to access government services as well as the ability of local governments and elected officials to engage citizens. Candidates are sought for the following openings:

Technical Experts: Technical experts will be responsible for planning activities and developing work plans for program components and results provision of technical leadership and engagement for their respective technical component. Qualifications: They must demonstrate professional excellence in their technical areas of expertise and experience in Nepal. University degree in governance, business, economics, public policy or related and 9 years of experience, especially at the local level, in areas such as:

  • Federalization/Decentralization
  • Local Governance
  • Public Administration
  • Citizen participation and public accountability
  • Municipal Finance
  • Public Service Delivery
  • Conflict Mediation
  • Local Economic Development
  • Gender and Social Inclusion (including youth programming)

Monitoring & Evaluation (M&E) Specialist will provide technical leadership for all M&E activities of the project. Qualifications include: A Master’s degree in a relevant field with a minimum of 6 years’ experience in M&E (including experience in governance and/or capacity development programming). Skills in qualitative and quantitative research methods, data analysis, sampling techniques and establishing M&E systems.

Finance & Operations Director will manage administrative, financial, and procurement processes including compliance with USG rules and regulations. Qualifications include: Advanced degree in business administration, accounting or other relevant field, or equivalent experience and certifications with a minimum of 12 years’ experience in administrative and financial management of complex, development assistance programs; developing and managing budgets.
