Save the Children is in the process of bidding the Key Population Investment Fund (KPIF) In Nepal to be implemented from January 2017 to December 2020.The purpose of the KPIF is to support scale up of key population (KP) led community approaches to enhance and expand quality HIV/AIDS services for key populations. KPIF will also address stigma. discrimination, and violence against key population groups. KPIF ultimately seeks to create quality service delivery that leads to increased HIV testing, improved linkage to HIV prevention and treatment services, and viral load suppression to mitigate the HIV epidemic amongst these populations in Nepal. Save the Children as Principal Recipient (PR) will provide oversight, support with policy and advocacy, and capacity building of the sub-awardees Implementing the programs in-country.

Chief of Party (COP)
The Chief of Party (COP) is responsible for the delivery, performance and management of the KPIF in Nepal.S/he has the overall responsibility for ensuring:
(1) a high quality program is delivered and performance targets are met;
(2) contractual obligations, including effective budget management,are met in a timely and cost-effective monner;
(3) sub-grants to the sub-recipients are well managed:
(4) Sove the Children.as PR, performs as on excellent partner with other stakeholders in Nepal and with the donor i.e. PEPFAR;
(5) the impact of the program on the health outcomes of K Ps is clearly tracked; and
(6) that the KPIF interventions are appropriately integrated within the overall Save the Children Nepal Country Program and Strategy. The incumbent has significant representational responsibilities toward the PEPFAR.key government,UN and non-governmental stakeholders.

Required Background and Experience,Skills and Behaviors
• Master’s degree in Public Health required. Medical degree (MD) plus Master’s degree in management or related field is highly preferred;
• Minimum of 7-10 years of experience in international development/humanitarian work. with a minimum of 5 years’ experience in a senior level technical advisor and leadership position with significant supervisory responsibility and working with key population groups;
• Typically requires 8+ years of project management experience especially the experience with PEPFAR program management;
• At least 8 years of demonstrated key population group technical expertise. with substantial HIV prevention.care.and treatment experience with men who hove sex with men and transgender Individuals;
• Proven skills In the Implementation of HIV prevention, care, and treatment projects for KPs in the region;
• Knowledge of processes for developing and implementing the SouthAsia region:
• Understands the HIV-related needs of key population groups in the South Asia region. including men who have sex with men and transgender individuals, sex workers, PWID, migrants and prisoners and has worked to support and implement activities to reduce stigma and discrimination:
• Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in the SouthAsia region;
• Experience working with civil society organizations to plan and implement HIV and/or health-related activities;
• At least 5 years of demonstrated excellence in a senior level technical advisor and leadership position, preferably in an international development context and working with key population groups;
• Related experience with operating in insecure environments;
• A proven track record of managing large, complex, multi-partner programs, with PEPFAR experience required;
• Knowledge and understanding of theories. concepts and approaches relevant to HIV and key populations:
• Demonstrated experience In financial and grants management, Including sub-grant management,and budget and procurement control:
• Experience in monitoring and evaluation preferred;
• Excellent skills in report writing and proposal development:
• Proven experience of security management;
• Experience in,and in depth knowledge of Nepal,of advantage.
Deputy Chief of Party (DCOP)
The DCOP will be working os per National and PEPFAR guidelines and under the guidance of the COP.The position represents a crucial aspect of programme quality management and reporting within PEPFAR programme implementation. S/he will be responsible for managing the full breadth of strategic information (SI) activities, including data collection and reporting for the M&E framework and support for development and implementation of relevant survey and surveillance activities.This work will include designing tools, methods and process for monitoring of the project to ensure progress and results.specifically for KPIF.S/he will also be responsible for developing M&E and reporting formats for sub-owardees to monitor delivery and technical outcomes with a focus on module and regional targets. S/he will ensure that modules delivered by sub-awardees are accurately reported into the PEPFAR DATIM system and that data quality is assured, including collaboration with the government on reporting towards national indicators. S/he will participate in and support National and partner efforts in the implementation of size estimation and IBBS activities linked to the PEPFAR programme, as well related assessment and mapping efforts to improve programme success among KPs. This position manages data and information from sub-awardees and government Information systems, ensures accurate Input of data Into PEPFAR DATIM, feeds into planning and reporting, and participates in regular programme quality assurance. S/he also provides input on an annual basis to Save the Children’s global reporting system,includingTotal Reach and Global Indicators for Health and Nutrition (H&N).

Required Background and Experience,Skills and Behaviors
• Master’s degree in on area of public heatth.social development or equivalent
• Recommended a minimum of 5- 7 years experience working in MU roles including in a senior management position, preferably with solid experience in HIV programming among KPs.
• Experience of working on all elements of M&E including designing, rolling out and managing systems
• Fluency in data management and analysis
• Experience working with PEPFAR and particularly PEPFAR health information systems preferred.
• Ability to train,coach and mentor sub-recipient partners.
• Proven experience in designing Terms of Reference and managing large-scale evaluations.
• Awareness of international quality standards and proven experience of using these standards in practical ways to promote quality and accountable programming
• Direct experience of working with communities in participatory activities, including confidence in working with children and an understanding of child-friendly participatory methodologies.
• Proven success in managing a team and dedication to staff development.
• Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
• Highly developed cultural awareness and ability to work well in on international environment with people from diverse backgrounds and cultures.
• Strong results orientation.with the ability to challenge existing mindsets
• Experience of solving complex issues through analysis, definition of a dear way forward and ensuring buy in
• Ability to present complex information in a succina and compelling manner
• Ability and willingness to dramatically change work practices and hours, and work with technical advisors supporting PEPFAR implementation.
