Deputy Team Leader

Job Description

Palladium is seeking a Deputy Team Leader for the Economic Policy Incubator programme in Nepal.

The Economic Policy Incubator (EPI), launched in 2016 in Nepal, is a programme jointly sponsored by the UK Department for International Development (DFID) and Nepal’s Ministry of Finance. EPI’s main objective is to strengthen economic policies and policy processes, support a better regulatory environment and harness investment in order to create quality jobs and achieve higher and sustainable economic growth.

Scope of the role

The Deputy Team Leader (DTL) will be primarily responsible for overall programme management, ensuring work is delivered on-time, on-budget and to the required quality. In particular, they will be responsible for delivering projects related to federalism and subnational growth, supporting municipalities and other stakeholders in regional economic corridors to contribute to local economic development through PPPs, local regulations and other areas of support, such as tourism and cross-corridor collaboration.

Key responsibilities:

Programme Management:

  • Manage a portfolio of projects including line managing the Project Coordinators and M&E Manager.
  • Lead the preparation of annual strategic plans, technical and operational work plans and budgets, staffing plans, performance improvement plans and other plans as required;
  • Manages the development and delivery of progress reports to DFID including tracking programme milestones, review and update the result framework and indicators as necessary.
  • Ensure and manage robust systems and processes are in place in each of the aforementioned areas, that comply with DFID and Palladium requirements Technical Guidance:
  • Provides technical support and oversight on projects on local governance, local economic development and any other areas of institutional strengthening to implement projects identified for collaboration between EPI and project partners.
  • Provides technical leadership and guidance for the design, adaptation and implementation of new and ongoing projects under TL’s oversight.

Skills and qualifications

  • Education: Masters’ in Development, Economics, or relevant field
  • Minimum 15 years of experience managing donor-funded programmes and larger teams with multiple projects, working with local government and engaging stakeholders. Experience managing DFID-funded programmes is desirable.
  • Strong technical skills in local governance or political economy
  • Awareness about the subnational geography and innovative approaches to identify issues or scale-up initiatives.
  • Experience working with the private sector, businesses and associations is desirable.
  • Experience of working with politically-smart, adaptive programming is desirable.
