Job Description
High Value Agriculture Project In Hill and Mountain Areas (HVAP) is an undertaking of Ministry of Agricultural Development (MoAD) with the financial support of International Fund for Agricultural Development (IFAD). This is a seven and half-year project and is being implemented since February, 2011 in six districts of Mid Western Development Region (Jumla, Kalikot, Dailekh, Surkhet, Salyan and Jajarkot) and one district of Far Western Development Region (Achham). MoAD is the Executing Agency with overall project implementation responsibilities. Netherlands Development Organization (SNV) Nepal and Agro-Enterprise Centre (AEC/FNCCI) are the Implementing partners. HVAP is a market-led agriculture development project that supports to the producers and market operators through different facilities to address critical constraints within the selected value chains. HVAP now invites the applications from potential candidates for the following positions.
Project Engineer (Required No.: 1)
Roles and Purpose of the Assignment: The Project Engineer will be mainly responsible to facilitate implementation of the project’s component 1- inclusive Value Chain Development, particularly the physical infrastructural activities under sub component (i) Value Chain Fund, (ii) Sector Development Fund, and (iii) Spatial Inclusion rund. S/he will be responsible for providing technical supports and backstopping to the participating beneficiaries In providing services on design, estimate, quality check-up, monitoring, supervision, and related services.
Academic Qualification and Work Experiences
- Bachelors’ degree in Civil or Agri-engineering with at least 5 years experience (3 years for women candidate) in the related field or Masters’degree in Civil or Agri-engineering with at least 3 years of experience (1 year for women candidate) in related field or higher degree in related field.
- Experience in design, estimate, monitoring, supervision, quality check-up of physical infrastructural activities.
Database Management Expert (Required NO: 1)
Roles and Purpose of the Assignment: The Database Management Expert will be responsible for ensuring field data is gathered and registered, ensuring the quality of data entered and helping to produce initial statistical analyses. He/She will manage the data and information and make up to date Management Information System (MIS) and Geographical Information System (GIS) to produce the regular reports regarding project results. He/She is responsible for obtaining all data from primary sources as stipulated in the M&E Plan and for their collation and analysis at the M&E Unit.
Academic Qualifications and Work Experiences
- Bachelors’ degree in relevant areas such as Information Management System, Information and Technology (BEIT/BIM/BCA) with at least 5 years of experience (3 years for women candidate) or Masters’ Degree in Information and Technology or Information Management System with at least 3 years experience (1 year for women candidate) or higher degree in related field.
- Experience in handling MIS as well as GIS of development projects; knowledge to handle MySQI. and PHP
Knowledge Management and Communication Expert (Required No: 1)
Roles and Purpose of the Assignment:
The KM&C Expert will be responsible to drive the Knowledge management and communication activities of the project producing various knowledge products and ensures appropriate ways and means to disseminate these products; collect, capture, and communicate best practices, lesson learned, and success stories related to high value agricultural commodities; update HVAP website and !FAD Asia blog for sharing news and success cases. Qualifications and Work Experiences
- Masters’ degree in relevant field with at least S years experience (3 years for women candidate).
- Experience in working within the Government or within an international organization doing work similar to that described above.
- Experience in establishing knowledge management system and sound understanding on the concept and approaches of knowledge management of the project.

- Experience or proven skills to develop communication materials as news, press release, articles, stories;
- Excellent analytical and writing skills; excellent interpersonal skill and a team player; sensitivity towards issues related to gender, social equality and poverty alleviation: understanding of conflict sensitive programme management.
For all positions there will be initial contract for one year with a probation period of six months. The annual contract will be extendable up to the project period (till Sept, 2018) based on satisfactory performance in the preceding contract. Duty station for all positions will be at PMU, Surkhet with frequent visits to project districts.
