Ministry of Population and Environment (MoPE) is implementing the Nepal Climate Change Support Programme (NCCSP) in collaboration with Ministry of Federal Affairs and Local Development (MoFALD) with the financial assistance of DFID, EU, Cyprus and technical assistance of UNDP. The programme has a goal to contribute in ensuring that the poorest and most vulnerable communities in Nepal are able to adapt to the negative effects of climate change. The programme is underway in 14 districts of mid and far-western region. NCCSP is seeking applications from qualified, talented and result oriented candidates for the following assignment:

Post Title: Public Financial Management Expert (Consultant)

No. of position: 1

Duration: Eight and half months (15 working days per month) Duty

Station: Kathmandu

Key responsibilities: The Public Financial Management (PFM) expert will work with the Project Management Unit (PMU) to develop a work plan for the Financial Management Improvement Plan (FMIP) and facilitate the delivery of FMIP activities. The Expert has two main functions: i) to continuously identify fiduciary risks in the programmc, report these to DAD and UNDP CO as they emerge, and to suggest and implement mitigating measures to address fiduciary risks and ii) to lead on the implementation of the NCCSP Financial Management Improvement Plan. Required qualifications and experiences: Completion of Master’s degree in Accounting, Business Administration, Business Studies or Chartered Accountancy from a mognised institution. Preferably 10 years’ experience in financial accounting, financial reporting and internal control; at least 5 years of which should be related to PFM in Nepal. Previous work experience with donors including DAD will be an added advantage. A thorough knowledge and understanding of Government of Nepal’s financial management system and procedures as well as the reporting requirements of donor agencies would be an added advantage.
