Job Description

The Embassy of Denmark, the Embassy of Switzerland/Swiss Agency for Development and Cooperation, and the UK’s Department for International Development (DFID) in Nepal support a joint donor facility to manage coherent, harmonized, and coordinated financial and technical assistance on accountable, responsive, and inclusive governance. The three missions support this Governance Facility (GF) in line with the Aid Effectiveness Agenda. The programme runs for the period 2014-2018. A second phase is under consideration. The GF invites applications for the following positions from interested and eligible Nepali candidates who will deliver results with the highest level of integrity. The positions require fluency in English and Nepali in speaking, reading, and writing. Knowledge of any other major national language is an advantage.

SENIOR POLITICAL ADVISOR
The Senior Political Advisor will provide thorough, timely and accurate analysis of complex issues impacting the political and governance debates at national and sub-national levels. S/he will provide strategic, analytical, outreach, and research support to the senior management team.

Major Responsibilities: Maintaining a watching brief on relevant political developments and advising a range of stakeholder, including senior management, on strategies related to GF programming and the broader operational environment; contributing to GF knowledge products including original write ups, and providing critical inputs into white papers, policy briefs, and analytical pieces on existing and emerging political and governance dialogues and debates; preparing and updating a detailed stakeholder mapping, both nationally and sub-nationally.

Required Qualifications and Skills: Advanced University Degree (at least Master’s) in political science, public administration, law, human rights or any other relevant discipline with not less than 15 years of experience of which at least 7 as a political advisor to Senior Management. Demonstrated capacity to carry out high level political analysis and writing. Proven access to a wide network of relevant actors, including political analysts and stakeholders involved in diverse negotiation and dialogue processes. Thorough understanding of Nepal’s political context and history at national and sub-national level.

SENIOR POLICY ADVISOR
The Policy Advisor is responsible for advising on Accountable, Responsive, Inclusive Governance (ARIG)-related policy developments, supporting GF strategy and outreach in the area of ARIG policy reform, and contributing to knowledge production and dissemination. S/he will research policy and advocacy issues, draft papers, develop talking points, and assist in the preparation of general briefing materials.

Major Responsibilities: Advising senior management and the GF Team on key developments related to governance policy reform processes, including opportunities for further GF collaboration; identifying areas of collaboration with like-minded think tanks, stakeholders, and both local and national level partners; analysing and providing coherent and comprehensive assessments of prevailing governance debates and political policy dialogues, so as to create space and opportunities for GF in policy influencing and advocacy.

Required Qualifications and Skills:  Advanced University Degree (at least Master’s) in political science, public administration, law, human rights or a related discipline with not less than 15 years’ experience of which at least 7 years as a policy advisor to Senior Management. Significant experience in policy areas related to ARIG. Experience with regard to state restructuring, decentralization, and constitutional reform will be an advantage. Demonstrated capacity to carry out policy analysis and writing and influence policy development and implementation. Thorough understanding of Nepal’s political context and history at national and sub-national level.

Level and Location : Both the positions are senior-level national position based in Kathmandu with extensive travel to the field.
